Using USMT to capture user data located outside users profile

I'm looking at using USMT during our migration from Windows 7 to Windows 10.  We support many applications that have been allowed to save files to the root of C or other locations outside the users profile. We also support around 1500 non-Microsoft software programs. I'm worried that USMT is really not up to the tasks in our environment and was wondering if anyone else has used it in this environment to capture all the users data no mater where it is located on the hard drive.
